Boot Lock

Hi.
Does anybody know what goes between (14) boot handle assembly and (16) boot handle to boot seal.
Mine was rusted solid and sent it to the locksmith to enable the key to work R195.
Now that I see the lock mechanisim I am sure there must be a plastic sleeve or is it simply grease?

I spoke to a 1968 mini mechanic and he said that even when the locksmith lubricates the lock it is very lightly oiled.
He has on occasion had to use Q20 to loosen the two of rust but has not ever used any lubricant as he maintains the two seal well.

I will use grease and include it in my annual maintenance check list.
