Not really much of an update. I was able to get one of these lovely books:
The carbs have been stripped down, now to get them ultrasonically cleaned as that is the recommended way to get them nice and shiny. Plus I was able to get a rebuild kit, which will be used once that process is done. Also need to look into the costs of electroplating the linkages. Finally a big thanks to Ed for sending this clay bar kit to me. Should be a good thing for the paint to get a little attention and hopefully once I get some Meguiar's Polish I will be able to remove the water spots from the roof.

So turns out the water marks might be something worse, like acid damage (guessing from acid rain) :\
I washed and dried the car (inside a garage). Then I clayed the whole car for the first time, which made the paint feel amazing to the touch. Then based on the suggestions I tried using Meguiar's Ultimate Compound by hand, because I don't have an orbital/DA polisher. It didn't make any difference to the state of the paint. Here is a picture of the roof, which is the only panel that has these marks on it. I found it difficult to capture the defects with a camera, although you can clearly see a faded spot on the lower middle part of the picture. After this I felt really bummed out, so used Meguiar's Ultimate Polish on the car (which I must say is amazing!) and then Carnauba Wax, so that the paint was at least shiny, even if it had these defects. Next plan is to get a machine polisher and see if it can work to remove the water spots.
