I think he was referring to welding with reverse polarity, so stick is plugged to -ve and ground clamp to +ve. Has something to do with the direction that the welding arc travels either from panel to welding rod or welding rod to panel. Cant comment on heat differences.
It is referred to as Straight and reverse polarity in Welding terms (DC Welding) Electrode positive (reverse polartiy) results in deeper penetration. Electrode Negative (straight polarity) results in electrode being consumed quicker and more metal being deposited onto work piece.
