Data dotting is the process of providing a unique "morse code" style identification to the car. If the car is ever stolen and the vin plates are removed then the car can be identified through it's data dots.
There are a few companies that specialise in data dotting where they put the "dots" in a "secret" location. Data dots also won't be affected by painting and bodywork.
As far as I know you can register the car pending roadworthy, then they just withhold the license disc until they get the roadworthy certificate.
Most guys get all the documentation done one shot because of the issue of moving the vehicle around. The car has to be present for data dotting (you may find someone who comes out to you, I haven't looked into this) but it definetly has to be present at police clearance. Weighbridge as well
A word of caution when it comes to police clearance. Make sure that everything is all fine and dandy (car hasn't been reported stolen) tags haven't been modified etc. As they will confiscate the car on the spot.
Take the vin/engine number/old number plates to a license department so they can check this for you. Ideally before you buy the car.
People who have access to eNatis can also do this for you but they generally aren't very willing (banks, roadworthy centres, traffic departments, post offices have access to local municipality databases.

At least check that it is not stolen before you spend money on it.
