Does the radiator also get hot? I'm thinking it could be the water pump not pushing enough water.
I know on my old Uno it had a water temperature valve that would only open if the water was hot enough, and sometimes it just rusted shut so the engine ran hot while the radiator fan spun like crazy and nothing actually happened.
Basics to check with water problems would be;
-Rust in the water (clean all the water out and do a fresh mix after other fixes)
-pump (replacement likely)
-sensor clogged (doesn't sound like the problem)
if you aren't running out of water then I'd assume the Welch plugs are fine for now.
